Pursuant to the Republic Act No. 4136 (Land Transportation and Traffic Code of the Philippines), Republic Act No. 8749 (Philippine Clean Air Act of 1999), Republic Act No. 8750 (Seat Belt Use Act), Republic Act No. 10916 (Road Speed Limiter Act) and other related laws, the following rules and regulations governing the inspection of motor vehicles in the Private Motor Vehicle Inspection Centers (PMVICs) are hereby promulgated for the guidance annd observance of all concerned:
